The Entidad Urbanística de Conservación (EUC) of Costa Esuri was created in accordance with Spanish town planning legislation which establishes the obligation to constitute a Collaborating Entity of conservation whenever the duty of conservation of the urbanisation works falls on the owners of plots included in a polygon or unit of action, in our case the Partial Plan Sector 1, Puente Esuri.
Therefore, all the owners of properties in the urbanisation Costa Esuri are full members of the EUC, and we are obliged to pay the conservation fees based on the coefficient of participation assigned to each property according to the reparcelling project.
If there have been changes in the owners of the properties in Costa Esuri, you must communicate it to the Administration by e-mail (administracioneuccostaesuri.com), in person at the office (Avenida de Andalucía, 119, 21400-Ayamonte).

Because the Urbanisation Costa Esuri is subject to the Partial Plan of Sector 1 of the planning of Ayamonte.
The Entity is governed by the provisions of the Law 7/2002, of Urban Development Management of Andalusia, by the Regulation of Urban Development Management (Royal Decree 3288/1978, the Statutes of the Entity, and the legislation in force approved subsequently.
The developer Martinsa-Fadesa, S.A. leti Costa Esuri unfinished, and had provided the Town Hall with guarantees to ensure its completion.
The Town Hall accepted the guarantees and, in view of the failure to complete the works, executed the guarantees; it received the money from the guarantees and is responsible for executing the pending works according to the execution project.
Failure to pay the conservation quota that corresponds to each owner has two consequences:
1.- Those who do not pay the fee during the voluntary collection period will subsequently be charged a surcharge in the enforcement procedure, which may result in the seizure of their property.
2.- Owners who do not pay the fee are making the owners who do pay the fee bear the financial burden of the entire cost of maintenance. If the proceeds are not enough to cover the budget of the necessary expenses, it is necessary to increase the fee. If the majority of owners pay, the cost is more evenly distributed.
3.- If a large number of owners do not pay, the collection is not enough to cover the cost budget, and the urbanisation will suffer a deterioration in its infrastructure which will have repercussions on the value of the properties and the quality of life.
The EUC is responsible for the maintenance and upkeep of the following municipally owned urban services:
A) Local road network
This obligation includes the cleaning of public spaces for road use and areas annexed to them.
B) Open spaces and green areas
Conservation by the Entity, including cleaning, watering and maintenance work (pruning, replacement, etc.) (Water consumption is paid for by the Town Council).
In other words, the EUC must maintain the streets, pavements and green areas (gardens, lawns, trees, children's playgrounds, jogging paths, etc.) in good condition.
The first Governing Council, at the time, contracted the company Confort y Servicios Mar y Golf SL, known as ComfortServi, to carry out the maintenance and conservation work by means of a service provision contract.
The responsibility of the EUC is limited to the perimeter of the Unidad de Ejecución del Plan Parcial del Sector 1 defined in the planning of Ayamonte.
The Governing Board is the management, governing and administrative body of the Entity, exercising the powers conferred on it by the legal provisions and the Statutes.
The Governing Council, in accordance with the Statutes, has the power to appoint an administrator who is responsible for the administration and accounting, the database of the entity's members, assisting the Governing Council, making proposals to the Governing Council, taking care of the maintenance and conservation, guarding the Entity's documentation, and any other tasks or duties entrusted to it by the Governing Council.
At present, the administration of the EUC is entrusted to the company Fincas Esury, S.L.
The EUC does not currently have its own office premises. Its registered office is in the office of the company that runs the administration, which is located in Av. de Andalucía, 119, Ayamonte (opposite Galp).

The fees of the EUC depend on the budget that is approved by the General Assembly. The amount has not changed since the beginning of operation, and varies from around 120 euros per year for the smallest flats to around 400 euros for plots with individual dwellings. They are calculated according to the participation coefficient assigned in the EUC. The fee is collected in two instalments.
The amount collected is used to cover the costs of the services provided and the running of the Entity, the most important of which are the cost of the maintenance company, the Entity's administration company, and the Huelva Provincial Tax Agency which manages the collection of the fees (it charges a percentage of the amount collected) according to the agreement established with the Ayamonte Town Hall. At the annual General Assembly, the expenses incurred in the previous year are accounted for.
